I have heard of 2 ways to compact the base layer for a paver sidewalk: 1) use a compactor 2) water the base layer for some time to let it naturally settle. Has anyone ever heard of the 2nd technique? Any benefits to doing it this way?

No and I can't think of any. Sounds like it would slow down production which slows down getting paid.

Moved to homeowner forum.

I have heard of and seen homeowner's install projects this way, but gravity is not a reliable compaction tool.

I have heard of using water to "fill in the unforseen air pockets" but not in place of compaction. Usually what we did to newer homes was to let water run in the areas of backfill then you can see where things really settle. After this then use proper compaction equipment to get the base done.
