They seem to be much like Versa-Lok, where the specs are licensed to many mfgs. It looks like a great big concrete jack, like the ones you played with as a kid.
Here's one mfg ARMORTEC (http://www.armortec.com/products/products.htm), and some info about the product. Appears to be more of an interlock than any kind of riprap, with less structure then a retaining wall. Appears to be mainly to protect streambanks from erosion.
