Fabric and clear stone behind, or boulders all by their lonesome?

What size are you talking about? 1'-2' well you might have to, 2'-3' it depends. 3'-5' most likely not. How high are you going with them?

Tiered walls; lower wall 5', upper wall 3'.

Might stuff some cloth in the large voids where soil might wash out but with large boulders have never really found it necessary to get to particular with cloth

Ok tiny ones :) again it depends on the set back and angle that you are going to install them. The straighter you install them the more you will need fabric and gravel.
